Aviso: No soy abogado con licencia para ejercer la abogacía. No se me permite redactar documentos legales, dar asesoría sobre asuntos legales, incluida la inmigración, ni cobrar por esas actividades.

Notice: I am not an attorney licensed to practice law. I am not allowed to draft legal records, give advice on legal matters, including immigration, or charge a fee for those activities.

Tarifas notariales en Oregon (ORS 194.400): hasta $10 por acto notarial y hasta $25 por acto notarial en línea. Oregon notarial fees: up to $10 per notarial act, up to $25 per remote online notarial act.

In Oregon, documents recorded with a county, sworn statements, and many documents going overseas must be notarized. Wills and vehicle titles generally do not need a notary, though people often assume they do.

A document needs notarization for one of three reasons: a law requires it, the office receiving it requires it, or the parties want proof of who signed.

Documents that need a notary

Document

Why

Deeds: warranty, quitclaim, bargain and sale

County recorders record acknowledged deeds

Deeds of trust and mortgage documents

Recording and lender requirements

Affidavits and sworn statements

A sworn statement needs an oath before a notary

Power of attorney used for real estate

Must be acknowledged to be recorded

Documents going abroad for an apostille

The state apostilles the notary’s signature

School records for use abroad

A school official’s signature must be notarized

Minor travel consent letters

Airlines and border officers expect it

Signature name affidavits and loan closing forms

Lender requirement

Documents that can use witnesses or a notary

Advance directive. An Oregon advance directive is valid when signed before two qualified adult witnesses or notarized by a notary public. See our advance directive guide.

Self-proving affidavit for a will. The will needs two witnesses. A notarized affidavit from those witnesses can make probate simpler. See notary and witnesses for a will.

Documents that usually do not need a notary

Wills. An Oregon will needs two witnesses, not a notary.

Vehicle titles and bills of sale. Oregon title transfers generally do not require notarized signatures. See selling a car in Oregon.

Most contracts and leases. Valid when signed. Parties sometimes notarize them for extra proof.

General powers of attorney. Banks and other institutions almost always insist on notarization, so get it notarized anyway. See power of attorney notarization.

Documents a notary cannot notarize

Certified copies of birth, death or marriage certificates. Order these from Oregon Vital Records or the county.

Documents with blank spaces or missing pages

A document where the notary is a party or has a financial interest

A signature from someone who is not present, has no acceptable ID, or does not understand the document

More in documents you can and cannot notarize.

What to bring to the notary

The whole document, unsigned

A photo ID: passport, driver license, state ID, military ID or tribal ID, current or expired within the last three years

Every person who is signing

Witnesses, if your document asks for them

What it costs

Oregon caps the notary fee at $10 per notarial act, and $25 for a remote online notarization. Pac Signing charges $10 per signature in the office. Mobile visits in Oregon are a $70 travel fee plus $10 per signature.

In the Portland area we can come to you: see mobile notary for advance directives in Portland.

FAQ

Does a power of attorney need to be notarized in Oregon?

One used for real estate must be notarized so it can be recorded. For other uses, banks and agencies nearly always ask for notarization.

Does a will have to be notarized in Oregon?

No. An Oregon will needs two witnesses. A notarized self-proving affidavit is optional.

Do I need a notary to sell a car in Oregon?

Usually not. Oregon title transfers generally do not require notarized signatures. Check with DMV if the title is from another state.

Can a notary tell me which notarization I need?

No. A notary who is not an attorney cannot choose the certificate for you. Ask the office receiving the document.

What is a notarized letter?

A letter you sign in front of a notary, who verifies your identity and attaches a notarial certificate. The notary confirms who signed, not that the contents are true.

An Oregon advance directive is valid when you sign it in front of two qualified adult witnesses or have it notarized by a notary public. You need one or the other, not both. A mobile notary can come to a home, hospital or care facility to do it.

Advance directive, Five Wishes and POLST

Document

What it does

Who signs

Oregon Advance Directive

Names your health care representative and states your treatment wishes

You, plus two witnesses or a notary

Five Wishes

A plain-language directive that also covers comfort, dignity and personal wishes

Use as a supplement attached to the Oregon form

POLST

A medical order for people with serious illness

You and your health care provider. No notary

The Oregon Advance Directive is the form Oregon law recognizes. Five Wishes can be used as a supplement: attach it to your Oregon form and list it there, as the Oregon Health Authority’s Advance Directive User’s Guide describes. Do not rely on Five Wishes alone in Oregon. Pac Signing can witness or notarize both.

Who can be a witness in Oregon

Each witness must be an adult and must see you sign, or see you acknowledge that the signature is yours. Under ORS 127.515 these people cannot be a witness:

Your attending physician or attending health care provider

The person you named as your health care representative, or the alternate

If you live in a long-term care facility, one witness must be a person designated by the facility.

Why many people choose a notary instead

Finding two qualified witnesses is hard in a hospital. Staff often cannot witness, and the family members in the room are usually the people named in the document. One notary replaces both witnesses. See do hospitals have notaries.

How a mobile notary visit works

Call or book. Tell us the document, the location and how many people are signing.

Fill in the form before we arrive. Choose your representative and mark your wishes. Do not sign.

Have ID ready. A passport, driver license, state ID, military ID or tribal ID, current or expired within the last three years.

Sign in front of the notary. The notary confirms your identity, confirms you are signing willingly, and completes the certificate.

Share copies. Give copies to your representative, your doctor and your hospital.

What a notary can and cannot do

A notary can verify your identity, watch you sign and notarize the form. A notary cannot explain medical choices, recommend what to select, or decide whether the form fits your situation. Those questions go to your doctor or an attorney.

The notary must refuse if the signer is not alert or does not understand the document. If a loved one’s condition changes during the day, schedule the visit for the time they are usually most awake. For seniors, see notary services for seniors and elderly care.

Cost

Service

Price

Notarization at a Pac Signing office

$10 per signature

Mobile notary to home, hospital or care facility in Oregon

$70 travel fee plus $10 per signature

If the signer is in a hospital or care facility, see our hospital notary service. In the Portland area we can come to you: see mobile notary for advance directives in Portland.
FAQ

Does an advance directive have to be notarized in Oregon?

No. It needs two qualified adult witnesses or a notary. Either makes it valid.

Can a family member witness my advance directive?

Yes, unless that person is your named health care representative or alternate.

Do hospitals have notaries for this?

Most do not offer a notary for patient documents. A mobile notary can come to the room.

Does a POLST need a notary?

No. A POLST is a medical order signed with your health care provider.

Can it be done the same day?

Yes. Our mobile notaries work 24 hours a day across the Portland metro.

Urgent? See our emergency notary service. This guide is general information, not legal or medical advice.

An emergency notary is a mobile notary who comes to you on short notice, including nights, weekends and holidays. Pac Signing sends notaries across the Portland metro 24 hours a day. Call (971) 394-4152 or text 971-514-3743.

When people call an emergency notary

Hospital and hospice signings. A power of attorney or advance directive that has to be signed before surgery or while a patient can still communicate. See notaries at hospitals.

Real estate deadlines. Closing documents that must be signed and returned before funding.

Travel. A minor travel consent letter the night before a flight.

Court and legal deadlines. Affidavits and declarations due the next morning.

Jail and detention signings. Documents a detained person has to sign. See notarizing documents in jail.

Business. Contracts, vendor forms and I-9 documents with a same-day cutoff.

What to have ready before the notary arrives

The complete document. All pages, unsigned. A notary cannot notarize a document with blank spaces or missing pages.

Photo ID for every signer. Oregon accepts a passport, driver license, state ID, military ID or tribal ID, current or expired within the last three years.

Witnesses if the document needs them. Tell us when you call and we can bring witnesses.

A signer who is awake and aware. The signer has to understand what they are signing and sign willingly. A notary must refuse if they cannot.

The exact address and access details. Room number, gate code, front desk name, visiting hours.

No ID in an emergency?

If the signer’s ID is lost or out of reach, Oregon lets a notary rely on a credible witness: someone who personally knows the signer, has their own valid ID, and swears to the signer’s identity. The witness cannot be a party to the document. More in how to get something notarized without ID. If the signer cannot write, see notarizing when you can’t sign.

Where we go

In today’s fast-paced world, people often need important documents notarized quickly. From legal affidavits to travel permissions, notarization ensures authenticity and legality. But scheduling an appointment with a notary can sometimes be a hassle especially when you need same-day or urgent notarization. That’s where a walk-in notary comes in.

At PacSigning, we understand that time-sensitive situations often require flexibility. A walk-in notary makes notarization accessible, quick, and convenient without the need to pre-schedule. But what exactly is a walk-in notary, and how does it work? Let’s explore.

Understanding the Role of a Notary Public

Before diving into walk-in notaries, it’s essential to understand what a notary public does.

A notary public is an official appointed by the state government to act as an impartial witness during the signing of important documents. Their primary responsibilities include:

Verifying the signer’s identity

Confirming the signer’s willingness to sign

Ensuring the signer understands the document’s content

Applying a seal or stamp as proof of notarization

This process helps prevent fraud and adds legal weight to documents like contracts, powers of attorney, wills, and more.

What Is a Walk-In Notary?

A walk-in notary service is one where you don’t need to book an appointment in advance. Instead, you can visit a notary office during business hours and get your documents notarized on the spot.

Unlike scheduled appointments or mobile notary services (where the notary comes to you), walk-in notaries are particularly beneficial when you need immediate assistance.

At PacSigning, our walk-in notary service is designed to cater to last-minute needs while maintaining accuracy and professionalism.

How Does a Walk-In Notary Work?

Using a walk-in notary is simple, but there are a few steps to ensure the process goes smoothly:

1. Gather Your Documents

Bring the original documents that need notarization. These may include contracts, affidavits, real estate papers, travel consent forms, or legal declarations.

2. Bring Valid Identification

The notary must verify your identity. Accepted IDs usually include:

Driver’s license

Passport

State-issued ID card

Military ID

Make sure your ID is unexpired and matches the name on your documents.

3. Visit During Business Hours

Unlike scheduled notary services, walk-in notaries operate on a first-come, first-served basis. At PacSigning, our team is always ready to accommodate walk-in clients efficiently.

4. Sign in Front of the Notary

The notary will observe you signing the document to confirm authenticity. Pre-signed documents typically cannot be notarized.

5. Notary Review and Seal

Once verified, the notary applies their seal and signature, making the document legally binding.

When Should You Use a Walk-In Notary?

Walk-in notary services are ideal in situations where time is critical. Common scenarios include:

Emergency travel needs – such as notarizing parental consent for minors traveling abroad.

Business transactions – contracts or agreements requiring immediate notarization.

Last-minute deadlines – for legal or court-related filings.

Real estate transactions – urgent property-related paperwork.

Healthcare documents – living wills or medical directives requiring same-day notarization.

Benefits of Using a Walk-In Notary

Walk-in notary services offer several advantages:

Convenience – No need to schedule days in advance.

Speed – Get your documents notarized the same day.

Flexibility – Perfect for emergencies or unplanned situations.

Cost-effective – Typically, walk-in services are less expensive than mobile notaries who travel to you.

Reliability – Services like PacSigning ensure compliance with state notary laws.

Things to Bring and Prepare Before Walking In

To avoid delays, always bring:

Thinking of holding two passports? Dual citizenship can offer expanded travel freedom, access to new job markets, education opportunities, and stronger ties to your heritage. For individuals with roots or interests in South America, many countries in the region allow dual citizenship—but each has its own process and legal requirements.

Whether you’re seeking citizenship by descent, naturalization, or marriage, this guide outlines everything you need to know about acquiring and managing dual citizenship in South American countries, and how Pac Signing Services can help streamline the paperwork and authentication process.

What Is Dual Citizenship?

Dual citizenship means you are a legal citizen of two (or more) countries at the same time. You enjoy the rights and responsibilities of each country, such as voting, working, owning property, and accessing government services.

However, managing dual citizenship also requires understanding each country’s legal stance on:

Military service

Tax obligations

Travel documentation

Diplomatic protections

General Paths to Dual Citizenship

There are typically three primary pathways to dual citizenship in South America:

Citizenship by Descent (Jus Sanguinis)
If you have a parent or grandparent born in a South American country, you may qualify directly.

Citizenship by Naturalization
After residing legally in the country for a specified time (usually 2–5 years), you may apply.

Citizenship by Marriage
Many countries reduce the residency period if you’re married to a citizen.

Adoption is a profound journey filled with hope, joy, and love, yet it also involves complex legal processes. As adoptive parents navigate this emotional landscape, it is crucial to ensure that all legal documents are properly executed and notarized. Notarization of adoption documents is not merely a formality; it plays a significant role in safeguarding the rights of all parties involved. At Pac Signing, we understand the importance of these legalities and provide comprehensive mobile notary services to facilitate the adoption process.

Why Notarization Matters in Adoption

Notarization serves as a crucial legal safeguard during adoption, providing clarity and security for everyone involved. Here are some key reasons why notarization is essential:

Legal Binding: Notarizing adoption documents authenticates the identities of the parties involved, ensuring that all signatures are genuine. This legal validation is vital for the courts, confirming that all parties willingly consent to the adoption process.

Preventing Fraud: Adoption is a sensitive matter, and notarized documents help reduce the risk of fraud. By confirming identities and intentions, notarization adds a layer of protection against potential manipulation or deceit.

Peace of Mind: For both adoptive and birth parents, notarization provides reassurance. It acknowledges the emotional weight of the decision and ensures that all legal requirements are fulfilled, paving the way for a smoother transition into a new family dynamic.

Key Adoption Documents that Require Notarization

Several documents are critical in the adoption process, and each requires notarization to ensure their legal standing:

Consent to Adopt: This document is vital as it signifies that birth parents willingly relinquish their parental rights. Notarizing the consent ensures that the decision is made freely and with full understanding of its implications.

Adoption Petition: The adoption petition is a formal request submitted to the court to initiate the adoption process. Notarization ensures that the petition is authentic and recognized by the legal system, helping avoid any potential delays.

Medical and Background Information: Notarizing medical histories and background checks establishes trust and transparency. This is particularly important for adoptive parents who need to understand the health and background of the child they wish to adopt.

The Role of Notaries in Adoption

Notaries play a pivotal role in the adoption process by providing several essential services:

Witness Verification: Notaries witness the signing of documents, confirming the identities of all parties. This verification is especially crucial in legal matters such as adoption, where the stakes are high.

Legal Oversight: Notaries have a legal responsibility to ensure that everyone involved understands and agrees to the terms of the documents being signed. This oversight helps to prevent misunderstandings and protects the rights of all parties.
